Pre-Promotion Training Course for the Officers of the National Assembly Secretariat

The Pakistan Institute for Parliamentary Services (PIPS), successfully commenced a fifteen-days Pre-Promotion Training Course for the Officers of the National Assembly Secretariat (4th Batch) on Monday, May 11, 2026. The training will be attended by 20 officers of the National Assembly Secretariat.

Commencing with the Recitation of the Holy Quran the inaugural session was conducted by Syed Zain Gillani, Director General (PDP & C) PIPS, who warmly welcomed the participants on behalf of the Executive Director, Mr. Asim Khan Goraya. In his welcome remarks, he highlighted that the 15-day training has been designed to strengthen officers’ professional knowledge, administrative understanding, and practical skills required for effective parliamentary service.

He shared that the training is designed to enhance officer’s professional and personal skills in key areas such as the Constitution, parliamentary business, committees, service rules, noting and drafting, minutes writing, presentation skills, office management in addition to creative thinking, communication, stress management, effective writing, and the use of modern tools such as E-Office and Artificial Intelligence.

This was followed by the introduction of participants and a detailed overview of the programme by Mr. Taj Muhammad, Director (PDP). He informed that PIPS has been conducting Senate and National Assembly’s pre promotional training for the past 10-12 years and Khyber Pakhtunkhwa is the first Provincial Assembly to conduct Mandatory Training for its officers through PIPS. He invited the participants to share their expectations for the training programme.

Day 1 – Monday, 11 May 2026

The first session of the training was delivered by Dr. Farooq Ahmed Dar, Associate Professor on the Constitution of the Islamic Republic of Pakistan, focusing on federation–province relations and the structure of the state

Day 2 – Tuesday, 12 May 2026

Mr. Jam Muhammad Aslam, Additional Draftsman, Ministry of Law & Justice, conducted a session on the salient features of the Constitution of Pakistan.

Day 3 — Wednesday, 13 May 2026

Mr. Hamid Rafique Khattak led a session on Learning to Learn and Creative Thinking Skills equipping the participants with the skills for learning.

Day 4 – Thursday, 14 May 2026

Mr. Afzal Soomro, Joint Secretary (Legislation) National Assembly Secretariat, briefed participants on the Rules of Procedure and Conduct of Business in the National Assembly and the role and functions of Parliamentary Committees.

Day 5 – Monday, 18 May 2026

Mr. Muhammad Mushtaq, Advisor to the Speaker, delivered a session on Legislative Business, including the journey of a bill from introduction to enactment and the role of Secretariat officers.

Day 6 – Tuesday, 19 May 2026

Ms. Naveen Erum, Additional Draftsman, National Assembly Secretariat conducted a session on Non-Legislative Business.

Day 7 – Wednesday, 20 May 2026

Mr. Muhammad Farooq, Deputy Secretary, National Assembly Secretariat, discussed National Assembly Service Rules, including leave, appointment, promotion, and disciplinary procedures under the Civil Servants Act 1973.

Day 8 – Thursday, 21 May 2026

Mr. Muhammad Nazir Khan, DG Information Technology (PIPS), conducted a session on Leveraging Artificial Intelligence for Office Efficiency. (Followed by Eid holidays.)

Day 9 – Monday, 1 June 2026

Ms. Atia Anwer Zoon, Assistant Professor, facilitated a session on Effective Reading and Writing Skills.

Day 10 – Tuesday, 2 June 2026

Ms. Mariam Khan, Founder & CEO, Neuro Nurture, conducted a session on Time and Stress Management equipping the participants with character skills much needed in today’s workplace.

Day 11 – Wednesday, 3 June 2026

Qazi Shams-ud-Din, CIA / DG Finance (PIPS), will conduct a practicum on Minutes Writing and best practices in official documentation.

Day 12 – Thursday, 4 June 2026

Mr. Saddam Hussain Jadoon, Senior Manager (Implementation) National Information Technology Board (NITB) will conduct session on E-Office and Digital File Management.

Day 13 – Monday, 8 June 2026

Mr. Inayat Shah, Consultant, will conduct a session on Noting and Drafting.

Day 14 – Tuesday, 9 June 2026

Mr. Taj Muhammad, Director (PDP), and Ms. Mariam Ahsan, Deputy Director (PDP), will conduct sessions on Presentation Skills.

Day 15 – Wednesday, 10 June 2026

The programme will conclude with a quiz conducted by the PDP Wing.
