Pakistan Institute for Parliamentary Services (PIPS) conducted a day-long ‘Seminar on Basic Understanding of Parliamentary Proceedings’ for Young Leaders Parliament (YLP) delegation comprising of 120 outstanding emerging youth leaders representing all provinces of Pakistan. Hosted at PIPS Main Campus, Islamabad, the event was structured as a cornerstone academic activity of the National Young Leaders Summit (NYLS) 2026. The program provided delegates, composed of high-achieving students, scholars, and young professionals, with critical parliamentary education, exposure to federal legislative structures, and policy dialogue with the institute’s resident experts. The core educational focus centered on the Constitution’s values, mechanics legislative and non-legislative business, and the oversight role of parliamentary standing committees.

The inaugural ceremony commenced at 11:00 am in the PIPS Auditorium, moderated by Dr. Rana Jamshad Asghar, Assistant Director (Research), PIPS. The formal proceedings began with the playing of the National Anthem of Pakistan, followed by the recitation of verses from the Holy Quran by Qari Anis ur Rehman. Mr. Asim Khan Goraya, worthy Executive Director PIPS, delivered the welcome remarks on behalf of the Institute’s leadership and team. He extended a warm welcome to the delegation, highlighting PIPS’s commitment to supporting youth empowerment through structured parliamentary learning. He urged the delegates to view themselves as critical agents of change and excellence, reminding them that an informed understanding of constitutional processes is the first step towards effective civic leadership. The Honorable Chief Guest, Senator Mirza Muhammad Afridi, delivered an inspiring address, urging the young delegates to actively participate in national affairs and carry forward the legacy of democratic leadership.

During the opening remarks Dr. Rana Jimshaid Asghar, Assistant Director (Research), highlighted the exemplary leadership traits of Quaid-e-Azam Muhammad Ali Jinnah, drawing from his illustrious 39-year parliamentary career, emphasizing his immaculate honesty, adherence to the rule of law, and deep affection for the youth as primary agents of excellence. In recognition of his presence, Mr. Asim Khan Goraya presented the official PIPS Memento to the Chief Guest.

The technical proceedings featured three structured learning modules delivered by senior PIPS faculty:

Session One – Introduction to Working of Parliament: Mr. Tanzil ur Rehman, Assistant Director (Research), explained the federal bicameral system, detailing the distinct roles, representation, and coordination between the Senate and the National Assembly.

Session Two – Legislative & Non-Legislative Business: Mr. Abdul Nabi Solangi, Deputy Director (Legislation), and Ms. Kulsoom Wazir, Assistant Director (Legislation), decoded the path of legislative and non-legislative business in the Parliament, alongside legislative oversight mechanisms like questions and resolutions.

Session Three – Committee System in Parliamentary Setting: Ms. Fakiha Mahmood, Deputy Director (Research), described standing committees as ‘engines of parliament,’ elaborating on their policy scrutiny, ministerial accountability, and oversight capabilities.

Session Four – Panel of Questions and Answers Session on Constitution and Parliamentary Working in Pakistan: The final session of event comprised of impressive interactive Q&A session by worthy panelists headed by Mr. Muhammad Rashid Mafzool Zaka Director General (Research), along-with Ms. Fakiha Mahmood, Deputy Director Research, Mr. Abdul Nabi Solangi, Deputy Director (Legislation), Ms. Kalsoom Wazir, Assistant Director (Legislation) and Mr. Tanzil ur Rehman, Assistant Director (Research). Mr. Zaka guided how Youth can engage with Members, standing committees and parliamentary caucuses for public interest issues and apprising them of aspirations of the youth.

Mr. Naveed Ahmad Khan, President Young Leaders Parliament, lauded PIPS as an internationally recognized seat of parliamentary learning. He eulogized the leadership of Executive Director PIPS and DG Research for a professional day-long seminar on Understanding of Working of Parliamentary Business. The event culminated in an official group photograph, followed by a formal exchange of souvenirs. The Worthy Executive Director of PIPS, Mr. Asim Khan Goraya, presented commemorative PIPS mementos to the Honorable Chief Guest and the President of the Young Leaders Parliament (YLP). Concurrently, the President of the YLP presented tokens of appreciation to the distinguished panelists. The seminar concluded with PIPS’ signature slogan of PAKISTAN ZINDABAD. Dr. Rana Jimshaid expressed thanks to all panelists and participants in the event led by Team Research and Legislation. PIPS remains committed to fostering civic education, democratic values, and parliamentary learning among the future leaders of Pakistan.

On the direction of the Chairman Senate/President PIPS Board of Governors, the Pakistan Institute for Parliamentary Services (PIPS), has implemented a comprehensive set of measures aimed at ensuring fiscal discipline, operational efficiency, and responsible utilization of public resources, on the same lines as notified and adopted by the Senate and National Assembly Secretariats.

Under the new measures, the Institute has adopted a four-day working week (Monday to Thursday), while introducing a hybrid working model whereby 50% of staff will perform duties from the office and 50% will work remotely on a rotational basis. Employees working from home will remain fully accessible through digital communication platforms and may be required to report to the office on short notice, ensuring uninterrupted institutional functioning.

Significant steps have also been taken to promote energy conservation. These include a target of achieving up to 70% reduction in energy consumption through minimizing unnecessary use of electricity and ensuring that official meetings, trainings, and events are scheduled during daylight hours. Foreign tours are banned and international meetings are being held virtually.

In the transport section, PIPS has introduced strict measures to curtail expenditure and 70% official vehicles have been grounded as part of this initiative.

As part of broader austerity efforts, 20% reduction has been imposed on the non-ERE budget for the fourth quarter of the current financial year. The officers drawing a monthly salary of PKR 300,000 or more, shall surrendered two days salary or 5% to 30% salary on gross as per Federal Government decision.

The Institute has also discontinued all non-essential procurements with immediate effect. Official functions such as dinners and receptions will not be hosted, except in the case of visiting foreign delegations, and even then, strictly in accordance with austerity protocols.

These measures have been implemented with immediate effect and will remain in force until further orders.

Under the guidance of President PIPS Board of Governors, Syed Yousaf Raza Gilani, PIPS remains fully committed to maintaining its core functions of parliamentary support, capacity building, and research while contributing proactively to national austerity and sustainability goals.
