The Pakistan Institute for Parliamentary Services (PIPS) in collaboration with the Mustehkam Parlimaan and EU-Funded Project, organized a Strategic Planning meeting with the Strategic Planning Oversight Committee (SPOC) from 21st to 22nd November, 2025 for the Honourable Members of Senate of Pakistan at PC Bhurban, Murree.
The event commenced with the recitation from the Holy Quran. Mr. Aizaz Asif formally opened the two-day proceedings and set the scene for the sessions ahead.
The first session was facilitated by Honourable Mohsin Laghari on the topic “Why Parliament Needs a Strategic Plan.” He highlighted that Parliament must strengthen its core functions—legislation, representation, and oversight—and emphasized the importance of parliamentary ownership in this process. He further stressed that existing institutional resources, including PIPS, should be fully utilized for capacity building and development.
The second session was facilitated by Mr. Ali Imran (MuP) on “An Overview of the Legislative Role of Parliament.” He explained the legislative responsibilities of legislatures in light of the Constitution of Pakistan, referencing various constitutional articles, and also put forward several proposals to further advance the legislative role in the country.
Ms. Rida Qazi, Advisor to the Chairman Senate on Special Initiatives, conducted a short practical session on the opportunities and challenges faced by the Senate of Pakistan.
This was followed by a practical session with the Strategic Plan Oversight Committee (SPOC), focusing on SWOT Analysis (Strengths, Weaknesses, Opportunities, and Threats) of the Senate of Pakistan. The groups later presented their findings.
The last session of the day focused on the “Identification of Strategic Priority Actions.” Participants took part in a group activity, which concluded with group presentations on proposed priority actions.
