PIPS organized one-day Parliamentary Training Workshop for 53rd Common Training Programme Officers of the Civil Services Academy

The Pakistan Institute for Parliamentary Services (PIPS) organized a one-day Parliamentary Training Workshop for 136 probationary officers and 11 faculty members of the 53rd Common Training Programme (CTP) of the Civil Services Academy (CSA), Lahore, on December 31, 2025, at the PIPS Auditorium Hall, Islamabad.
The workshop was aimed to provide young civil servants with a practical understanding of the constitutional mandate, structure, and functioning of the Parliament of Pakistan, with focus on legislative processes, parliamentary committees, and oversight mechanisms. The training was specifically designed to familiarize probationary officers with Parliament’s role in democratic governance at the outset of their careers.
The event began with the National Anthem and recitation of verses from the Holy Quran by Qari Anees ur Rehman, followed by welcome remarks from Mr. Asim Khan Goraya, Executive Director, PIPS. In his address, Mr. Goraya emphasized the importance of inter-institutional cooperation, the trichotomy of powers, and constitutional awareness, encouraging the probationary officers to uphold professionalism, ethical values, and respect for democratic processes as future custodians of the State. Dr. Mr Syed Shabbir Akbar Zaidi, Director of the Common Training Program (CTP), Civil Services Academy, Lahore, in his vote of thanks, expressed sincere gratitude to Mr. Asim Khan Goraya, Executive Director PIPS for the invitation and for briefing the participants. He informed that the batch comprised 136 probationary officers, including 62 males and 74 females, representing 46 officers from Sindh, 52 from Balochistan, 30 from FATA and Khyber Pakhtunkhwa, and 10 from Punjab. Following their speeches, a mutual exchange of shields took place between Mr. Asim Khan Goraya, Executive Director, PIPS and Dr Syed Shabbir Akbar Zaidi, Director of the Common Training Program (CTP), Civil Services Acadmey (CSA) Lahore as a gesture of appreciation and highlighting the significance of the workshop.

Following the inaugural session, the first technical session conducted by Mr. Muhammad Khashi-ur- Rehman, Draftsman/Additional Secretary, Ministry of Law and Justice introduced participants to the constitutional mandate, structure, and working of the Parliament of Pakistan.
The second session delivered by Mr. Muhammad Afzal Soomro, Joint Secretary, National Assembly Pakistan focused on the legislative process in Pakistan, covering the types of legislation and the stages through which a bill passes, from introduction to presidential assent.
The third session conducted by Mr. Muhammad Azam Sulahri, Deputy Secretary, Senate of Pakistan, addressed parliamentary oversight as a cornerstone of democratic governance.
The programme concluded with a visit to the Parliament House, where participants received a practical briefing on parliamentary procedures, sessions and sittings, key parliamentary documents, and protocol for civil servants.
