PIPS Hosts Study Visit and Briefing Session for Officers of 3rd MCMC, Government of Sindh

The Pakistan Institute for Parliamentary Services (PIPS) hosted a delegate comprising 30 officers of the Mid-Career Management Course (MCMC), Training Management and Research Wing, SGA&CD, Government of Sindh, along with five faculty members, on Monday, 2 February 2026. The objective was to brief the participants with the role, mandate, and functions of the PIPS in supporting and strengthening parliamentary processes.

The programme commenced with the recitation, of verses from the Holy Quran by Qari Anees ur Rehman. Mr. Asim Khan Goraya, Executive Director, PIPS, welcomed the delegation and followed by a group photograph.

A comprehensive presentation was delivered by Mr. Muhammad Aamir Khalil, Director General (Legislation), PIPS. He highlighted the Institute’s objectives, core values, governance structure, and statutory functions as enshrined in the PIPS Act, 2008. Mr. Khalil elaborated on how PIPS supported Parliamentarians and Parliamentary Secretariat through legislative assistance, research services, training programmes, and professional development initiatives. Moreover, he highlighted that PIPS in accordance with its statutory mandate was also conducting specialized training programmes for officers of the federal government to enhance their understanding of the working of the legislature, its constitutional role, responsibilities and its working relationship with the executive. During the session, the participants eagerly asked questions about the mandate of various wings of the PIPS, namely Legislation, Capacity Building and Development, Parliamentary Development Programme and Coordination, as well as Research and Library. The participants appreciated PIPS’ pivotal role in advancing effective parliamentary practices and fostering a deeper understanding of parliamentary business.

The session concluded with a vote of thanks by Ms. Samer Awais, Director General (CB&D). She appreciated the insightful presentation, acknowledged the active participation of the MCMC officers, and highlighted the key takeaways from the session.
