National Consultation on “Constitution for All” — A Landmark Step for Gender-Inclusive Governance

The Pakistan Institute for Parliamentary Services (PIPS), in collaboration with the Women’s Parliamentary Caucus (WPC) 👩‍⚖️, UN Women ♀️ and the European Union 🇪🇺, convened a historic National Consultation aimed at making the Constitution of Pakistan more inclusive, equitable, and reflective of all citizens — especially women and marginalized communities.

🟦 Key Themes & Highlights:
🔹 The consultation built upon the first-ever Gender Analysis of Pakistan’s Constitution, launched in 2023 on the Golden Jubilee of the 1973 Constitution.
🔹 Only 102 of 305 operational Articles need gender-inclusive rephrasing — a clear path for reform.
🔹 Amending the General Clauses Act 1897 was recommended to institutionalize inclusive language.
🔹 A strong call to action for aligning constitutional promises with daily realities — from law-making to budget allocation, and service delivery.

✅ Dr. Shahida Rehmani, Secretary WPC: “Equality is not a favour granted to women; it is a constitutional promise to all citizens.”
✅ Barrister Aqeel Malik, Minister of State for Law & Justice: Reaffirmed the government’s commitment to gender justice and legal reform.
✅ Jamshed M. Kazi, UN Women: “A Constitution belongs to all, or it belongs to no one. Equality must be lived — seen in laws, leadership, and everyday life.”
✅ Mr. Jeroen Willems, EU: “This partnership is a testament to inclusive, rights-based governance.”
