Mandatory Training for the Officers of the Provincial Assembly of Khyber Pakhtunkhwa Secretariat (1st Batch)

The Pakistan Institute for Parliamentary Services (PIPS), successfully commenced a Mandatory Training for the Officers of the Provincial Assembly of Khyber Pakhtunkhwa Secretariat (1st Batch) on Monday, January 19, 2026. The training will be attended by 20 officers of the provincial assembly. The training commenced with the Recitation of the Holy Quran. The inaugural session was moderated by Mr. Taj Muhammad, Director (PDP). He shared that PIPS has been conducting Senate and National Assembly’s pre promotional training for the past 10-12 years and Khyber Pakhtunkhwa  is the first Provincial Assembly to conduct Mandatory Training for its officers through PIPS. Syed Wiqar Shah, Secretary Provincial Assembly of Khyber Pakhtunkhwa delivered opening remarks. He thanked PIPS team and the training participants. He shared his experience of working with PIPS and also reiterated the importance of mandatory training. He reflected upon the Provincial Assembly Secretariat Employees Act and shared that this will help bring transparency in service structure, upgradation and promotion.

Day 1 – Monday, January 19, 2026

The training programme commenced with the recitation of the Holy Quran, followed by the introduction of participants and an overview of the programme by the Director, PDP.
Dr. Amir Ullah Khan, Head of the Department of Political Science, Islamia College University Peshawar, delivered an in-depth session on the Overview of the Constitution of the Islamic Republic of Pakistan, highlighting constitutional principles, separation of powers, fundamental rights, and the role of provincial assemblies. In the second session, Mr. Inamullah Khan, Senior Additional Secretary, Khyber Pakhtunkhwa Assembly, briefed participants on the Service Rules of the Provincial Assembly of Khyber Pakhtunkhwa, focusing on appointments, promotions, and disciplinary procedures.

Day 2 – Tuesday, January 20, 2026

Mr. Kashif Iqbal Jilani, Director General, Food Safety & Halal Food Authority, will conduct a comprehensive session on the Rules of Business of Khyber Pakhtunkhwa 1985, explaining administrative decision-making, file movement, and inter-departmental coordination. Later, Mr. Taj Muhammad, Director PDP, PIPS, will lead an interactive session on Effective Leadership and Personal Grooming, emphasizing professional conduct, communication skills, and leadership attributes essential for senior secretariat roles.

Day 3 – Wednesday, January 21, 2026

The day will begin with a detailed session on the Rules of Procedure and Conduct of Business 2025 (Khyber Pakhtunkhwa Assembly) by Mr. Naeem Ullah Durrani, Additional Secretary, Khyber Pakhtunkhwa Assembly, who will explain legislative business, questions, motions, and committee proceedings. In the afternoon, Dr. Muhammad Umer, Associate Professor, Islamia College University Peshawar, will conduct a session on Essential Reading Skills, focusing on comprehension and critical analysis of official documents and legislative texts.

Day 4 – Thursday, January 22, 2026

Qazi Shams ud Din, Chief Internal Auditor, PIPS, will train participants on Writing Minutes of the Meeting, emphasizing accuracy, structure, and official standards. The second session, led by Dr. Muhammad Umer, will focus on Essential Writing Skills, strengthening participants’ capacity for clear and precise official correspondence, noting, and report writing.

Day 5 – Friday, January 23, 2026

Mr. Anjum N. Qureshi will conduct a session on Team Management Skills, highlighting communication, delegation, and coordination for effective teamwork in the secretariat environment.

In the afternoon, he will continue with a session on Conflict Management Skills, equipping participants with practical approaches to manage workplace conflicts constructively and professionally.

Day 6 – Monday, January 26, 2026

Ms. Tehseen Khalid, Director (Research), PIPS, will deliver a session on Professional Research Support for Parliamentarians, introducing parliamentary research tools, research products, and effective information retrieval techniques. The second session on Emerging Trends in Office Work: Use of AI Tools at the Workplace will be conducted by Mr. Muhammad Nazir Khan, Director General IT, PIPS, focusing on the responsible and effective use of AI to enhance productivity and decision-making in public offices.

Day 7 – Tuesday, January 27, 2026

Mr. Abdul Nabi Solangi, Deputy Director Legislation, PIPS, will introduce participants to Legislative Drafting, explaining the fundamentals of drafting structure, clarity, and legal language. The afternoon session on Digital Democracy in the Parliamentary Context will explore the role of digital tools in strengthening parliamentary transparency and engagement.

Day 8 – Wednesday, January 28, 2026

Mr. Muhammad Farooq, Deputy Secretary, National Assembly Secretariat, will conduct a session on Office Management, focusing on record management, workflow organization, and time management. He will later deliver a session on Secretariat Instructions, familiarizing participants with key administrative instructions governing secretariat operations and procedural compliance.

Day 9 – Thursday, January 29, 2026

The entire day will be dedicated to Presentation Skills, facilitated by the PDP Wing. Participants will be trained in designing and delivering effective presentations, with emphasis on confidence-building, clarity of expression, and professional communication in parliamentary and administrative settings.

Day 10 – Friday, January 30, 2026

The programme will conclude with an examination to assess participants’ understanding of the training content, followed by individual presentations demonstrating the practical application of acquired knowledge and skills. The training will formally conclude with the closing session conducted by the PDP Wing.

The training will aim to enhance participants’ understanding of constitutional provisions, legislative procedures, rules of business, and administrative frameworks, while also improving their communication, presentation, and leadership skills. It will combine theoretical sessions with practical exercises to promote innovation, teamwork, and adaptability to digital transformation, including the use of Artificial Intelligence tools.
