The Pakistan Institute for Parliamentary Services (PIPS) conducted an extensive day-long academic session on the Constitution, working of Parliament, and Legislative Process at Allama Iqbal Hall, Government College University (GCU) Faisalabad on November 24, 2025. The session was attended by 190 participants including 12 faculty members lead by Dean GCUF Dr Muhammad Asim Mehmood and no less than 178 students from the Department of International Relations and Political Science, who came together to engage, learn, and gain a deeper insight into the functioning of constitutional governance and democratic institutions in Pakistan.
The day-long academic session was moderated by Mr. Adnan, Assistant Professor, GCU Faisalabad who welcomed the participants and guided the program flow. He invited Mr. Muhammad Junaid for the recitation of the verses of the Holy Quran, followed by a heartfelt Naat by Ayman Fatima from the Department of International Relations. Professor Dr. Muhammad Asim Mehmood, Dean of Arts and Social Sciences, GCU, Faisalabad delivered the welcome remarks. He highlighted the importance of equipping young scholars with authentic knowledge on parliamentary functions and the constitutional framework of Pakistan. He thanked PIPS for providing students with direct exposure to experienced parliamentary professionals. He also emphasized the value of practical exposure, recommending that PIPS, in collaboration with national and provincial assemblies, offer internship opportunities to students so they can gain firsthand experience and a deeper understanding of the Constitution and the legislative process.
Following the warm welcome extended by the Dean of GCU Faisalabad, Mr. Muhammad Rashid Mafzool Zaka, Director General (Research), PIPS, conducted a two hour session on Working of Parliament and Oversight Tools. His presentation offered an in-depth discussion on the functioning of Parliament, oversight mechanisms, constitutional provisions, committee operations, and non-legislative business. Adopting an interactive approach, Mr. Zaka proactively engaged participants, encouraging questions and dialogue on matters of parliamentary working. He also provided a detailed overview of non-legislative oversight tools such as Committees, Questions, Calling Attention, Adjournment Motions to scrutinize the work of executive. Mr Zaka also introduced PIPS, highlighting its roles, responsibilities, and contributions to parliamentary work. The session concluded with an inspiring quote from Quaid-e-Azam. This was followed by an engaging presentation by Mr. Abdul Nabi Solangi, Deputy Director (Legislation), PIPS, who elaborated on the Legislative Process. He walked students through the stages of drafting, reviewing, and passing a Bill, linking each step with the relevant constitutional and procedural provisions. An interactive Q&A session enabled students to ask detailed questions, gain clarifications, and enhance their understanding of parliamentary and constitutional processes.
The session concluded with a vote of thanks by Dr. Mian Muhammad Azhar, Head of Political Science, followed by closing remarks from Dr. Ghulam Mustafa, Head of International Relations, GCU, Faisalabad. Both faculty members appreciated the practical value of the session and expressed gratitude to PIPS for its initiative in sharing knowledge and providing students with meaningful exposure to parliamentary practices.
At the end of the session, Dr. Ghulam Mustafa presented a shield to Mr. Muhammad Rashid Mafzool Zaka, Director General (Research) PIPS on behalf of the Vice Chancellor, GCU Faisalabad, acknowledging his valuable contribution to the academic engagement. Mr. Muhammad Rashid Mafzool Zaka, on behalf of the Executive Director, PIPS, presented a shield to Dr. Mian Muhammad Azhar and Dr. Ghulam Mustafa as a gesture of appreciation. He also distributed PIPS publications to the faculty members to support further academic learning. The day concluded with group photographs, capturing the successful and collaborative spirit of the event.
