The overall control, direction and the superintendence of the affairs of the institute shall vest in the Board of Governors which may be exercised, performed or done by the institute.

Composition of the Board of Governors
The Board of Governors shall consist of the following members, namely:-
| 01 | Chairman of the Senate or the Speaker of the National Assembly by rotation for three years. | President |
| 02 | Deputy Chairman of the Senate or the Deputy Speaker of the National Assembly by rotation for a period of three years. However, the President and the Vice-President shall not be from the same House at a time. | Vice-President |
| 03 | Minister for Parliamentary Affairs of Government of Pakistan | Member |
| 04 | The Speaker of each Provincial Assembly, and his absence, Deputy Speaker of the Assembly concerned. | Member |
| 05 | Four members of the Senate to be nominated by the Chairman of the Senate on the basis of party representation in the consultation with the parliamentary party leaders | Member |
| 06 | Eight members of the National Assembly to be nominated by the Speaker on the basis of party representation in consultation with the parliamentary party leaders | Member |

Executive Director of the Institute shall also act as Secretary of the Board.
