PIPS parliamentary studies sessions in Islamabad & Muzaffarabad for GCU Faisalabad

Pakistan Institute for Parliamentary Services (PIPS) organized a seminar on the “Working of the Parliament, legislative process and Parliamentary Committees” for students of Government College University Faisalabad on Tuesday, 17th February,2026 and a briefing session n with Hon Speaker AJK in Muzaffarabad on 18th Feb., 2026. A group of 34 faculty members and students including 10 PhD scholars from department of International Relations and Law, Government College University GCU Faisalabad attended the event. The sessions were part of Parliamentary Studies Initiative of the Parliament of Pakistan, and these seminars aimed to enhance students understanding of the salient features of the Constitution, the working of the Parliament, Committee effectiveness and legislative process. Mr. Wajid Aslam, Assistant Coordination Officer (Research) moderated this interactive session. The proceedings started with the National Anthem followed by recitation of verses from the Holy Quran by Qari Anis ur Rehman.

The first session of the Seminar was on the salient features of the Constitution and Working of the Parliament. Mr. Muhammad Rashid Mafzool Zaka, Director General (Research) PIPS, explained in simplistic terms the constitution and state. He also elaborated the rights of citizens enshrined in the constitution and the responsibilities that they owe to the state. He explained how Pakistan’s Parliament operates as a bicameral institution through the National Assembly and Senate. Adopting an interactive approach, DG (Research) proactively engaged participants, encouraging questions and dialogue on matters of parliamentary working. He briefed participants on Parliament’s main responsibilities, including making laws, representing public concerns, overseeing government performance and reviewing the national budget. In the end, he explained non-legislative tools such as Qs Hour, Calling Attention Notice and Adjournment Motion in details for better understanding of the students.

The 2nd session was on parliamentary Committees, which was conducted by Ms. Tehseen Khalid, Director (Research), PIPS. She explained the Committee system in detail; the composition, types, functions etc. She began her presentation with relevant constitutional provisions which establish the legal framework for the parliamentary committees in Pakistan. She highlighted the significance of the committee and discussed the rules of procedures pertaining to committees. She also delved upon various powers and duties of the committees. The final Session on Legislative and Non-Legislative Business was conducted by Mr. Abdul Nabi Solangi, Deputy Director (Legislation) PIPS. He briefed the participants about underlying principles of legislative process in Pakistan which include; Islamic code of life, separation of powers, parliamentary democracy, bicameral legislature and independence of judiciary. Mr. Solangi also shared different types of legislative instruments such as bills, acts and ordinances.

In an interactive Q and A session, the PIPS faculty answered to absorbing questions raised by the participants pertaining to constitutional amendments. The session concluded with presentation of Souvenirs to the head of delegation and an enchanting slogan of PAKISTAN ZINDABAD. This was followed by a group-photo and a visit to the parliament house.  

On the second day, PIPS also facilitated another parliamentary studies session with the Acting President Mr Latif Akbar (Hon Speaker) of the Azad Jammu and Kashmir Assembly. He deliberated upon the working of AJK Assembly. Prof Dr Ghulam Mustafa expressed gratitude to entire team of Pakistan Institute for Parliamentary Services and AJK Assembly secretariat led by Mr Asim Khan Goraya Executive Director and Mr Basharat Hussin Secretary  for promoting parliamentary studies and help organize two sessions one in Islamabad on 17th Feb and other on 18th Feb for Legislative Assembly of Azad Jammu & Kashmir, Muzaffarabad. Faculty and students reiterate the unflinching support of Pakistani nation especially the youth for the rightful struggle for self-determination by the brave people of Illegally Indian Occupied Kashmir. InshALLAH soon we ll have free Kashmir as great Kashmiri leader Late Ali Shah Gilani said, “ Hum Pakistani hen Pakistan Hamarah hey.”
